Solid Work Warming Hearts of Jiayuguan People

Anything for People’s lives needs our attention, and even a small thing concerns the people’s happiness. Looking back on our “work log for people’s lives” in the past five years, everything, small or big, represents our efforts to win the support of people and to realize the national big picture. “What the people want is what we should do, and any difficulty or concern of people is what we should work on,” said Party Secretary Liu Peng of Jiayuguan, and the words warm people’s hearts.

Speaking of people’s lives, what we have done is like spring wind that carries warmth to every part of people’s daily life and brings back messages about people’s happiness – in housing, jobs, education, healthcare, transportation, entertainment, recreation and providing for the aged. Our solid work let people believe the party committee and government of Jiayuguan are able to do “big things” and willingly to do “small things”. As projects for people’s lives start construction one by one, more and more people become confident in the future better life and see more happiness coming.

Efforts are constantly put in to improve people’s lives. We have made incessant efforts to improve people’s lives, and have implemented 170 provincial or municipal projects for the benefits of people. During the period of the “12th Five-Year Plan”, the spending on improving people’s lives reached 72.4% of the overall fiscal expenditure. ¥1.23 billion has been invested in the educational projects; ¥800 million has been invested in improving the urban and rural healthcare conditions; the largest-ever shantytown reconstruction since the foundation of the city is being carried out, and 7697 households have been relocated; nearly ¥10 million has been invested in special projects for providing home nursing services for nearly 18 thousand old people… All these investments in big sums for improving people’s lives and the stretching list of projects cover every family and benefit everyone.

Schools have been improved to promote the balanced development of education. Education is the base underlying the people’s happiness. To consolidate the base, we have invested ¥1.23 billion to carry out educational projects, and newly built or reconstructed the Jiugang No. 3 Middle School, the Jiayuguan No. 1 Middle School, the Mingzhu School and other middle schools, primary schools and kindergartens totaling 33, with newly built or reconstructed schoolhouses covering an area of 286 thousand square meters and sports field covering 192 thousand square meters; D-class dangerous schoolhouses demolished cover 43 thousand square meters. We have fundamentally improved the education conditions of urban and rural schools.

The overall level of healthcare in urban and rural areas has been enhanced. ¥800 million has been invested in improving the healthcare conditions in urban and rural areas. Projects have been initiated to relocate the Jiayuguan No. 1 People’s Hospital and to reconstruct or expand the Jiayuguan Hospital of Traditional Chinese Medicine, the Maternal and Childcare Service Center and the Jiugang Hospital. Three community healthcare service centers have been established, and three township public hospitals have been through reconstruction and expansion and put into use. Meanwhile, a mobile healthcare team has been organized to provide home medical services for qualified old people, home examinations of gynecological diseases, charity medical services and health lectures. People who have joined the New Rural Cooperative Medical System are eligible for free medical examination in general items. The basic healthcare conditions in urban and rural areas have been significantly improved and the fundamental healthcare service system has been perfected.

The social security and relief system has been perfected. As a fundamental project that guarantees the living rights and fairness of people, the social security and relief system is intended for satisfying the basic needs of impoverished people. Attaching great importance to the construction of the system, Jiayuguan government has raised its subsidy levels for social security pension, the urban and rural minimum living standards and the basic health insurance above the provincial average, fully covered the urban and rural residents with critical disease insurance, and improved the coverage rates of retired workers’ pension system, new rural cooperative medical system and rural residents’ health insurance by 69%, 75% and 200% respectively from that of 2010. We have increased the support levels for urban and rural residents to maintain minimum living standards and for households to enjoy five guarantees by 144% and 71% respectively. We have invested ¥3.96 billion in public housing projects, and newly built or reconstructed 15374 houses in forms of economically affordable houses, low-rent houses, public rental houses, price-capped commercial houses and shantytown houses, thus increasing the per capita living area for urban and rural residents to 37.1 square meters.

The elderly and the vulnerable population are cared for. New home nursing service centers have been established with annual special funding of nearly ¥10 million, providing the city’s 18 thousand old people with considerate home nursing services. Many policies benefiting the common people have been first applied in Jiayuguan, pioneering the whole province, such as providing allowance for elderly people over 75 and free bus ride for elderly people over 60 and the disabled.

Equal emphasis has been put on the “construction of three welfare centers” of social welfare houses, children welfare offices and rural nursing homes. The government has also established the rehabilitation and nursing service centers and the rehabilitation central hospitals for the disabled, reconstructed 688 houses for the disabled, first in the whole province provided living allowance for the impoverished disabled people and nursing allowance for the severely disabled people. The Jiayuguan Commission for the Disabled has been honored with the title of “National Advanced Unit for Serving the Disabled” during the period of the “12th Five-Year Plan”. In the Top 50 Chinese Cities Suitable for the Aged in 2016 just released, Jiayuguan was ranked the 21st.

The flat management of innovation platforms has been promoted. We have taken the opportunity that Jiayuguan was made a national comprehensive pilot site and a typical city for innovative social management, to expand the municipal services and establish three big platforms respectively for social management services, mediation of social disputes and integrative services for urban and rural areas. The hotline by the phone number of “12345” was opened up to listen to people’s voices and has received all kinds of complaints totaling 3.136 million and solved all kinds of disputes totaling more than 1200. To advance the flat social management, we have removed the sub-district offices and divided their governed areas into 48 new communities. 33 standard community service centers have been set up with a total investment of ¥123 million to build up a three-level service network providing central services, agency services and home services at municipal, district and community levels respectively, thus greatly diversifying the ways of serving people. New social management modes including the “Grid” management and the “Safety and Harmony Units Project” have been improved, and special actions for social safety have been carried out to crack down upon all crimes like financial fraud and illegal fund-raising. We pay great attention to people’s voices online and try our best to reply the social concerns, earnestly find out problems, disputes and solve them, timely response to the public emergencies and effectively guarantee the social harmony and stability, so we have been honored as the “Provincial Excellent Area for Comprehensive Management Work (Safety Construction)” for 5 year in a row.

People’s living conditions have been significantly improved. We have coordinated and advanced the infrastructure construction for new and old city areas, newly built or reconstructed 70 km of urban roads and 232 km of underground pipes, and comprehensively reconstructed 9 residential areas. The largest-ever shantytown reconstruction since the foundation of the city has been initiated with a plan for 10462 households covering 470 thousand square meters. The part of work for 7697 households has been finished, accounting for 74% of the overall plan. We see the ecological greening as the largest public welfare, and has invested a total of ¥2.416 billion in the ecological treatment of Taolai River, the landscape construction for the “two lakes and one river”, the cultural and ecological park of Nanhu Lake, the efficient water-saving technologies and water source well relocation and in other ecological projects. As a result we have created new waters of 135 hectares and new green land of 947 hectares, increased per capita public green land area to 36 square meters and greening rate for established urban area to 39.2%, and successfully established the city as a national landscape city. We have started the implementation of a three-year plan for air pollution control, and the urban air quality is improving. In 2015, the city’s air quality composite index was ranked the third worst in the whole province. The Jiayuguan-Jiuquan intercity highway and the south high-speed railway station have been built and put into use, and the old railway station has been reconstructed. A total of ¥100 million has been invested in the reform of public operation of buses, purchasing 68 new buses and opening up 15 bus routes to cover all residential areas and key sites, and make people’s travels easier. We have established Jiayuguan as the first “All Optical Network City” in the whole province by realizing 100% coverage of optical fiber signals. We have newly built or reconstructed 41 standard public urban toilets and provided all public toilets for free public use. We have made great efforts in improving the city appearance, the traffic order and the property management, so as to constantly improve out city management.

The urban culture becomes flourishing and and people’s spiritual life is enriched. We have actively pushed forward the cultural undertaking to prosperity, and invested a total of ¥120 million in building public cultural facilities including the city library, the children’s library, self-service libraries and rural culture courtyards, and in providing standard facilities and equipment for places for cultural activities in every community, town and village. We have made great efforts in developing all kinds of square culture, community culture, campus culture and corporate culture, and have successfully built the masses-appealing cultural brands like the “Great Square of Great Pass” and the “Great Pass of Ten Sceneries”. Our city was honored as the “National Advanced Area for Cultural System Reform”. We have deeply carried out the fitness campaign to promote the comprehensive development of mass sports and competitive sports, and constantly enhance the fitness awareness of all the citizens. We have successfully been honored as a “National Demonstration City of Mass Fitness” and held the first Great Wall Marathon in Jiayuguan.

The public service departments have been streamlined for higher efficiency. We have actively pushed forward the transformation of government functions, streamlined administration and delegated more power to the lower levels. The reform on the administrative review and approval system has been advanced, rescinding 122 administrative items originally requiring review and approval, and all items that don’t need legitimate administrative approvals. A trading center for public resources has been established with 1710 items of transactions closed on it totaling ¥9.7 billion; and a service center for governmental affairs has been established with 19 thousand items of applications for government approvals accepted, and the average duration for an approval reduced by 40.2%. The construction of “Three Lists and One Network” has seen practical progress, and the list of governmental departments’ responsibilities, the list for special financial fund management, and the list for poverty alleviation have all been publicized online. The commercial system reform has been pushed forward to realize integrative registration of “Three Approvals in One License, and One ID Number for One License”. By the end of September 2016, the amount of business entities had reached 27426, up by 120% from that of 2010. We have actively advanced the pilot project of “Replacing Business Tax with Value-Added Tax” by including in the project 6929 taxpayers from four major industries of construction, real estate, finance and life services. The pilot work for reforming the market supervision and comprehensive law enforcement system has produced good results, providing for the whole province with replicable and promotable experience.

The integrative development of urban and rural areas has seen great progress. We are the first city in the province in realizing a unified urban and rural household registration system. The rural residents still have the right of contracting land and enjoy all favorable national policies for farmers. The health insurance systems, pension insurance systems, as well as the minimum living standard systems in urban and rural areas have been unified respectively. A total of ¥1.05 billion was invested in the infrastructure construction in transportation, ecological improvement, farmland and irrigation, with 429 km of roads newly built or reconstructed, 46 thousand mu of farmland renovated, and 90 thousand mu of farmland covered by efficient water-saving irrigation systems. We have extended the public services to countryside, and developed many projects to reconstruct the residential areas, guard the drinking water safety, improve the ecological environment, install road lamps, and organize cultural activities. Solar road lamps have been installed in every corner of villages, together with garbage collection facilities. Cultural rooms at three levels of township, village and villagers’ group, as well as village libraries, village stages, culture and sports squares, satellite television and optical fiber communication have been set up in all villages, together with village central kindergartens and village clinics equipped in every village. We have implemented many projects for agricultural industrialization, including three agricultural demonstration parks of CP Group Modern Agriculture, Wenshu Hengxiang Modern Agriculture and Xincheng Yemawan Hi-tech Agriculture. We have developed 10 leading enterprises above municipal level, 249 professional cooperative economic organizations and 74 standard cultivation and nursery areas, thus have greatly enhanced the intensive development of agriculture. 73 star-level agritainments or village hotels have been built to diversify the channels of farmers’ incomes. The per capita disposable income for rural residents has topped the whole province for 13 successive years. The action for “Connecting every village and household and benefiting every rural resident” and the action of “1236” poverty alleviation are applied to the grassroots level fulfilling a total investment of ¥200 million, 720 relief programmes and over 2300 practical assignments. Through the actions, cadres are educated in quality and spirit, and farmers receive benefits and help.

Policies for creating jobs and enhancing entrepreneurship have been earnestly implemented. A total of 53.3 thousand urban jobs have been created, and 46.1 thousand rural laborers have been transferred to the urban areas, with registered urban unemployment rate controlled below 3%.

We have to hear “people’s voices” before doing solid work to improve people’s lives. If we can truly solve the problems of people, they surely will be more satisfied. Now there are new houses for people to live in and comfortable places for them to do exercises; health insurance has realized full coverage, good schools are built for children, and the aged are well provided for… Speaking of these cheerful changes, everyone beams with happiness, and more happiness are on the way coming. “We must always put people’s benefits at the center of our work, invest more fund and material resources for improving people’s lives and provide the masses with what they most need in a most convenient way, so as to enhance their sense of happiness and fulfillment.” At the 11st Jiayuguan Party Congress, the party committee and government reiterated their commitment to putting people at center and doing solid work to improve people’s lives. We will continue our sincere care for the people and concerns for the people’s lives, make far-reaching plans and concrete work, and devote all our energy to satisfying all the people.
